This talk focuses on not only the role of ICT platforms but also their evolution throughout the COVID-19 pandemic to date. Undoubtedly, the focus on digitization and digitalization has enabled many enterprises, companies, and authorities to push for the development of new ICT platforms to maintain the safety and resilience of cities and communities. An example of these is the nationwide platform of Health Code, which is a governmental initiative in China to monitor the mobility of people. While the acceptability of such ICT-mediated platforms could differ from location to location, the effectiveness of them could represent us with ideas in regards to how they could be utilized through the maximization of their potentials. As an opportunity in managing the outbreaks, this could be evaluated further to suggest its evolution, its applications, and its directions. This study aims to address these in this invited talk. Moreover, the findings will cover key areas of resilience-enhancement through ICT-mediated platforms. In particular, the use of online and mobile technologies are selected as examples that we could learn from for future events. The applicability and multi-functionality of such platforms are also assessed based on the values that are offered by them for the purpose of safety enhancement, control and monitory, and data collection.
